CNN —Hamas has replied to a proposal aimed at the release of the remaining hostages in Gaza and a sustained cessation in fighting, Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani and US Secretary of State Antony Blinken announced Tuesday. “We are optimistic, and we have delivered the response to the Israeli party,” he said. The United States is reviewing the response from Hamas “now,” Blinken said. And we will continue to work relentlessly to achieve it,” he said at the news conference. U.S. officials said Israel’s apparent willingness to agree to a cessation of hostilities in return for the release of more hostages being held in Gaza has created a new opening for negotiations. Any new deal would likely include phased releases of hostages, though the White House is hoping that a more ambitious one, possibly leading to the release of all of the remaining hostages, might be possible. The talks were mediated by Qatar, which was negotiating with Hamas, as well as by Egypt. At least some of the officials last met in Warsaw in December, but those discussions stalled over Hamas’s insistence that the remaining hostages be released in exchange for a permanent cease-fire and larger prisoner releases. Israel rejected any permanent cease-fire and was pushing for a shorter pause in fighting.

On Monday Axios reported Israel had proposed a two-month truce in exchange for the release of all the 100-plus hostages still held in Gaza. The sticking point there appears to be that Hamas wants a “package deal” which would include a second-phase agreement to end the war. For now, though, such talk remains moot, with an Israeli official telling CNN there’s no concrete deal on the table. “But at the same time we can’t gamble on the future of Israel [by leaving Hamas in control of Gaza]. Any deal Israel is looking to seal, says Ziv, would be more likely to come into effect once the Khan Younis operation is complete.

CNN —Israel has proposed that Hamas senior leaders could leave Gaza as part of a broader ceasefire agreement, two officials familiar with the ongoing international discussions told CNN. Senior Hamas officials are known to live in Doha, Qatar, and the Lebanese capital Beirut, among other places outside the Palestinian territories. That, combined with the “enormous pressure” on Netanyahu and his government to bring hostages home, Miller said, has created a situation where Israel would be willing to propose having Hamas leaders leave Gaza. While it’s unclear whether in private discussions Israel has named which Hamas leaders they would hope to leave Gaza, there is no bigger target than Yahya Sinwar, Hamas’ top official in Gaza. The move comes as the Houthis have launched dozens of attacks on commercial vessels in the Red Sea. In its waning days, the Trump administration designated the Houthis a foreign terrorist organization over the strong objections of human rights and humanitarian aid groups. Yemen, on the tip of the Arabian Peninsula bordering the Red Sea, is the poorest country in the Arab world. While supporters of broad sanctions argue it’s possible to shape any enforcement mechanisms so to exempt food and humanitarian aid, aid organizations worry that fears of running afoul of U.S. regulation could scare away shippers, banks and other players vital to Yemen’s commercial food supply. The Red Sea attacks have already caused significant disruptions to global trade.
